Appeal by Heads of States and People of the World to the People of the Russian Federation
Recognizing the unprecedented threat to the existence of humanity, we decide:
1-To declare Putin and his regime illegal and illegitimate.
Recognize that all orders of the Putin regime are invalid.
2-A call to disobey the orders of Putin and his regime to protect them from persecution.
3- Guarantee an amnesty for those who extradite Putin and his accomplices to international justice for their crimes and prevent new ones, including crimes against humanity.

Putin's factual loss of connection with reality and being legal incompetence is based on his unrealizable demands (the 15 December 2021 request to the U.S. and NATO, which infringes on the sovereignty of independent nations), his orders (the military aggression in violation of laws, rules, and customs of war), and his repeated threat to use nuclear weapons and the demonstrated preparedness to carry it out. It is absolutely clear that by threatening the nuclear apocalypse, Putin V.V. is committing a crime against humanity. No honest notary anywhere in the world would consider such a person legally sane and verify his signature.
The call not to follow Putin's orders and the guarantee of protection free the implementors from fear of persecution. Fear is the foundation of the system that Putin and his cronies had built. The implementation mechanisms involve many people. To break the system, it will be sufficient for just one of them to sabotage his function.
We do not know the names of the people who could submit Putin to the international community for a medical examination, but today they are facing the two alternatives only: the tribunal in The Hague or the nuclear apocalypse. They are divided, fear each other and do not have a common plan. They are seeking a scenario to stay alive, so the world community's guarantee of an amnesty would be a path to salvation for many. It will create a responsible elite able to sign a capitulation and avoid civil war in Russia.
It is self-evident that in 2012, Putin had usurped power by staging a coup d'état disguised as a change to Russia's constitution.
The impostor holding power does not have any legal right to speak on behalf of the people of Russia.
The ICC war criminal warrant issued to Putin outlaws him and his regime from the 124 countries of the Rome Statute. The legal impasse is that the warrant cannot be revoked (according to the ICC statute) and cannot be executed de facto: no head of state will take responsibility for implementing the warrant and arresting Putin under the threat of nuclear blackmail. The resolution eliminates this legal impasse: de-legitimizing Putin and creating conditions for the responsible elite within the Russian Federation to execute the warrant - they will arrest Putin's gang and hand them over to international justice.
The resolution will be supported by the 140 member states that endorsed the 24 March 2022 resolution of the UN General Assembly on the "Humanitarian Consequences of the Aggression against Ukraine."

It is impossible to defeat a tyrant who threatens nuclear weapons with military force alone without destroying ourselves.
The world community needs to create a non-military precedent in international law of delegitimizing dictators who pose a real threat to humankind's existence by blackmailing it with weapons of mass destruction.
Such a resolution cannot make the current situation worse but will generate a chance for victory, save lives, and avoid the destruction of the country.
